Malvern takes its name from the Malvern Hill Estate, lots sold in 1856, and Victorian Places describes it today as the residential suburb between Gardiners Creek and Dandenong Road, running east from Glenferrie Road to Tooronga Road.

Malvern's Newer Heritage Listings
Malvern's heritage controls have changed recently. Stonnington Council commissioned the Malvern Heritage Review, carried out by GJM Heritage and completed in 2021. Amendment C315ston, approved on 24 February 2022, applied interim heritage overlays to the places it recommended, and Amendment C316ston puts those controls in place permanently.
That means a home that wasn't in a heritage overlay a few years ago may be in one now. It's worth checking before any exterior work, even if you've repainted before without a permit.
For painting, Stonnington's own guidance is clear. A planning permit generally isn't needed for external painting unless paint controls apply to the property, but painting a surface that has never been painted, such as face brick, does need one.
